Is giving permission to be near or inside the Capitol Building something Trump is able to do? I'm just wondering how valid "we got permission to be here from Trump" is as a defense for the ones who aren't breaking or stealing anything.

I doubt there's an American precedent on this. In England, the precedent is that the King DOES NOT have the right to enter the House of Commons, or to require the House of Commons to allow his people in. The US President must have less powers than the King, so I would say he does not have that power.
