These officers are being paid to hassle people on the low rung about offering a ride to strangers in need off the books. Is that a tax dodge? Sure. Is it done outside of regulations and policies? Sure. Is it important enough to involve the men and women of law enforcement? No. Crime is too bad in this country for us to have man hours to devote to something petty like this.
