From what I've read, Laura is straight-up just an actual mermaid who came to the surface world to recruit the Precure to fight some vague evil we don't know about yet and help her save her ocean kingdom that she's eventually going to become queen of. She's basically in the role traditionally given to various fairies in the franchise (as the one who recruits the girls and makes them into Precure to fight whatever the season's villains are) despite being humanoid.
