Even a "perfectly reasonable" limit to free speech can be twisted by a corrupt government. Take Germany's law about criticism of the government as an example. They could in theory crack down hard on people who say ANYTHING that could be viewed as disagreement with a political position endorsed by the majority of the government, and it would be well within their own laws. Then when people complained about the crackdown, well they are just dangerous dissenters and can be silenced under the same law. And this is a law on the books. The only thing preventing it thus far is that it isn't being enforced that way... Literally just the German government is choosing to not enforce a law that is written in a way that would allow them to do this. The wrong party comes into power and all of a sudden, you have this law being abused to hell and back.

your are paranoid is what's going on here, probably because you live in a country that thrives on extremism. the only place where those scenarios you make up are likely to happen is where you are. And the only reason they're a possibility is because your terrible laws have allowed hate and hate speech to spread and become normalized in political discourse. and yet the only thing you can think of is the fucking status quo. you're a lot less creative and smart than you think you are.

This also bears in mind having a political assembly that you trust to do these things. Canada is pretty good about it. The UK not so much.

the UK sure has its issues, being led by a profoundly inept government, but it's not like the courts and rule of law have crumbled. Besides most other western countries and even other developed countries have similar laws that work
