Russia introduces this exact same resolution every few years as a way of condemning former soviet states for "allying" with Nazi Germany. That's why Ukraine voted against it.

And then you have a lot of other western nations that abstain because it calls for limiting freedom of expression.

Pure geopolitics. This is being pushed by Russia and other unsavory world players which why the Ukraine voted like the US and much of Europe abstained. This isn't actually about combating Nazism since we live in a time where actual, real, Nazi institutions are practically non-existent but it sets the stage for said unsavories to exert control over others under the guise of "combating racism" and such.
