Is there a new PreCure series every year?

Every year for nearly two decades.

= Futari Wa Precure
= Futari Wa Precure Max Heart (sequel to above)
= Futari Wa Precure Splash Star (new series despite the name)
= Yes Precure 5
= Yes Precure 5 GoGo (sequel to above)
= Fresh Precure (the start of the "modern" Precure formula)
= Heartcatch Precure (the first Precure series to get noticed outside of Japan and start developing a western fanbase)
= Suite Precure
= Smile Precure (also localized/dubbed on Netflix under the name Glitter Force, decent dub if you prefer watching dubbed, but the sub is still better)
= Doki Doki Precure (also localized/dubbed on Netflix under the name Glitter Force Doki Doki, but don't watch this dub, it's awful)
= Happiness Charge Precure
= Go Princess Precure
= Maho Girls Precure
= Kira Kira Precure A La Mode
= Hugtto Precure
= Star Twinkle Precure
= Healin' Good Precure
= Tropical Rouge Precure

Each individual series is 45-50 episodes and (aside from the two sequel seasons early on and Hugtto Precure featuring a few special cameos to celebrate the 15th anniversary) features an entirely new cast and story that's completely isolated from all the others. The franchise is built so that you can jump into almost any of the different series and have a full, fun experience without being intimidated by the total size of the franchise.

If you're interested in giving Precure a shot, I would personally recommend either Heartcatch, Smile, or Go Princess as a starting point because those three are generally considered among the best overall while also being particularly newcomer-friendly. I started with Heartcatch myself, and I know someone else here (I believe it was Spidey) watched Smile as their first. You could also pick up Tropical Rouge when it starts airing in a couple of months and watch that week by week, possibly alongside binging one of the three I mentioned above.
