This has been the case since Xbox One. Microsoft does this so there's no reason to hack the Xbox. It's a separate sandbox mode basically. But people can also develop apps and whitelist them privately so it can used like a normal Xbox One app or game. Which is what has been happening recently with Retroarch and PPSPP.
