until you get your base stats up, you really have nothing to scale atk% off of, which is why plume is considered the first thing you should boost (like in your first week when you're wearing a mishmash of stuff)

you don't have a choice in what mainstat to have on plume anyways so other than levelling order, there's not much of a choice there regardless. might as well focus it when you get the most marginal value out of it
