Because it's not a death sentence anymore, and is much more manageable. So they felt exposing someone to it didn't deserve a punishment ten times more than other diseases. And this seems reasonable. I think charges more in line with rape or sexual assault might be more reasonable, since it's non-consensual sexual activity, but I can accept that instead. --- This is my signature.
