Iirc it's so they can actually advertise they have something in stock, and they don't use dummy packaging because then they don't have to worry about whether they actually have something and have to pull the dummy packaging. Also it saves space.

So like, say they have 5 copies of a game.

Gut method: Put 4 copies in backstock, gut 1 and put that on floor. Sell 4 copies, finally sell gutted copy, you sold all 5, there's nothing on floor to suggest you have any copies. Done.
Dummy package method: Put all 5 copies in backstock, make dummy package and put on floor. Sell all 5 copies, now have to make sure dummy package is removed from floor (ie. You have to go find it).
