He was looking to shoot someone and purposely taunted people til they attacked and then he shot them The first dude he shot got into altercation with someone who dressed similarly to Kyle (Green shirt, hat, and jeans). And said slain dude was reported going around setting fires, which is the reason why Kyle was seen running around with an extinguisher, to quell the fires before they become a danger. This is likely the reason why the slain dude ended up chasing after Kyle, due to him preventing fires and him assuming that Kyle was the guy he got into an argument previously.
