Not to get too legalese on the question, but I think you can make the argument that the question of who is a better president is not based on specific policies that one may or may not agree with but rather generally how the individual conducted himself in office.

Bush did not enact many policies I agree with but he was at least presidential in behavior and how he responded to crises. He did what good leaders are supposed to do and got on a podium and tried to bring us together when things went to shit. The foreign policy decisions he made after those speeches is certainly open for a lot of criticism.

Trump on the other hand, regardless of his policies (he hasn't really done much substantive other than just rip up half of what Obama did. Very little in terms of enacting his own policy) has never acted in any way presidential. He was divisive and chaotic in his campaign and he has remained so for his entire tenure. At the times when he should have acted as a leader and an example to the people, he sat and tweeted shit about people he didn't like, and more or less allowed a pandemic to run unchecked.

And at the end of it all he's refusing to admit he lost an election and would clearly stay in power indefinitely if he could find a way to cheat the system. That alone should rank him as the worst president in history, because it runs directly contrary to the fundamentals of a democracy. Every single other president has had the decency to admit defeat and leave the Whitehouse peacefully and ensure a smooth transition of power to his successor. No matter how bitter the campaign.
