Nazi Germany was an incompetently led organisational nightmare, and he was largely seen as a joke before taking power. And bear in mind, Weimar Germany had much stronger democratic systems than the US. Hitler never got a majority electorally. He gained power because the centre and centre-right gave it to him to stop the left.
