You need to treat a teenager like an adult in the last few years leading up to legal adulthood, so that when they hit 18 they will have already learned how to act appropriately instead of dropping them into the deep end. Though then again I am not intimately informed about how parenting has been going nationally, but you would think from how teens are portrayed in media/news you would think they were babbling babies! But 17 is a minor. Honestly, given that we know that impulse control often isn't fully developed until age 25 in men, there really needs to be a sliding scale when it comes to how these crimes committed by certain ages are handled. Yeah at best a person killing your dog is just destruction of property in a lot of states and sections of the world. Police animals are counted as members of the police force, so the charge is understandable.
