I thought the point was unless they are super cosmic beings or general high tiers, the combatants are compelled to fight with what they got (though it has been inconsistent match by match). Also the whole diplomacy thing isn't really that accurate anyway. I am thinking more early Star but even after she tries to make peace between Monsters and and her people after learning some of shrouded history she is still excessively violent...even to her own subjects. This is a someone who broke into one of her own dungeon towers, smashing down walls, beating the shit out of her own staff and guards on duty...three times in the same day. All in the same place over random hunches.

The whole strangers being friends? I believe she got the wrong idea that a rival football team were "enemies" or something and proceeded to turn the entire football field into a death trap in advance.

She literally GENOCIDED all magical beings all over a self admitted "tantrum" in the finale. If you don't think she is the type to go overboard then you'd be wrong and based on the circumstances of the fight I would assume they'd be going after each other or preparing and Star has the means of just jumping right to them.

Even if you want to go with the not fighting route...Star actually has a spell to turn the target non hostile...which would kind of just remove the whole point of the thing hah.

As for the All Seeing Eye I believe there is an episode mentioning how after she used it the first time she had since used it a load of times. It was also her immediate default in scenarios where she needed to find someone like that bad guy who swiped her book (and the magic god being within who got nabbed) and her mother when she went missing so it would be pretty in character for that to be her opening move if she had to find someone.

In the end they both have nuke options (Star's are likely far more potent given her killing Toffee who had ultra regen and was tied to magic itself as well as smacking around huge monsters) and have high fly mobility...but Star just has so much more on top of that and is likely capable of tanking Terrarian's nuking anyway if she got hit. Terrarian's stuff also seem tied to items which she can either destroy or transmute into something mundane like marshmallows. What is Terrarian going to do if they are flying and she transforms the wings into a ball and chain or drops a whale on him or something? All of her spells pack a huge punch which is further amplified by Morning Star form and then there is the physics and time hax she has at her disposal. Star can win this with raw power, ring outs, disabling them, or just flat out make them not want to fight anymore so she has most routes covered.
