Depends on which GTA you're thinking of.

The world of GTA III/VC/SA/etc is technically a different world than GTA IV/V/Online, even though they're very similar and a number of people/places/things exist in both. The Laslow in GTA V is technically not the same Laslow in Vice City/San Andreas.

It's kind of implied RDR does take place in the same world (or at least a very similar world) as GTA V/Online, because when you make your character in GTA Online, you can pick John Marston as one of your ancestors (which helps determine your appearance). And there are a number of little easter eggs that imply a connection (like Jack Marston apparently eventually writing a book about his father, which you can see in GTA V/O).

It basically comes down to whether or not you assume the easter eggs are just easter eggs, or if they're hinting at the two universes being the same universe. But there's certainly evidence to suggest they are, and nothing that really suggests they can't be, or any official statements from Rockstar that they're not the same world.
