No, I mean, I'm more worried about our own government dosing random people with "harmless" bacteria to see what would happen if enemy governments dosed us with harmful bacteria. It's not so much the idea of biological warfare in general, as much as the specific case of biological research that winds up being an issue because what was supposed to be completely safe... wasn't. Plum Island comes up a lot in discussions like that as well.
