If you are talking about the internal motivations of Joe Biden - no one knows what he was thinking besides Joe himself. The Burisma investigation had been shelved for like a year prior to Shokin being fired. The consensus of both parties in the US and our international allies was that Shokin was a huge impediment to Ukraines reform (because he was refusing to prosecute corruption). Joe had the backing of the Obama administration.
