It's not a matter of them overruling the PA Supreme Court on PA law. The point is that the US constitution gives the right to select electors to the PA legislature, not to the state of Pennsylvania. So if there is a conflict between the PA legislature and the PA constitution, the legislature wins. This was exactly the mechanism SCOTUS used to overrule the FL Supreme Court in Bush v.
