I wouldn't give any credit to McConnell if he's only proposing to put forward the worst possible deal. It's just like the Dems voting on deals they know the Republicans won't accept. They do it to try and blame it on the Repubs. The Repubs do it to try and blame it on the Dems. Vice versa. Neither of these bills in the house and senate are made with the intention of becoming law.
