The actual labor to quickly do this on the night of the election doesn't exist. What you typically see is not usually enough to significantly alter the results but margins closing or widening over a period of days- which in close races can make a difference.

For a more recent example you can look at the primaries where it took days or even weeks to get the final votals. And some of that was due to fuckery, and a lot of it was just because that's how it is.

Full Iowa is maybe an exaggeration, but extend something similar to the entire country.
Some states are allowed to count them early. Some states can process them early. Some states can verify them early. It all depends on the states. The problem with PA and Wisconsin is that they can't do anything until election day.
