Culture influences the perception of the sound as well, so yes it does alter the songwriting process. E.g. Minor chords don't sound sad in some cultures.

An AI can write music given a set of relations, sure, but it's also because there are no correct answers in music necessarily that allows that to be possibly well received. Same with an AI that was programmed to paint an abstract painting - it can splatter paint randomly on a canvas and someone might still find it pretty, then repeat 10 more times with each being as good as the other; there's not a necessary logic to any of it.

On the other hand if you're using your computer to solve the same math problem 10 times the answer must always be identical
