First off, even The Phantom Menace itself makes it clear that Midichlorians merely indicate force sensitivity rather than outright causing it. I'll freely admit that I haven't watched PM in like five years, but I remember Qui-Gon saying something like midichlorians allow people to communicate with the Force or something.
