Why would you ever torpedo something that popular that gives your party a much needed boost unless you are resigned to losing and just hoping to do better as the resistance party in 2022? I think it's obvious McConnell's play is to get a head start on blocking any meaningful relief in the hopes to strangle any hopes of a recovery for a potential Biden administration to set up for 2022 and 2024 as "THE WEAKEST RECOVERY!!!" like they pulled with Obama with the Great Recession. If Republicans hold the Senate it might even work because people are so damn dumb.
