Context, dude. You can find a lot of useful information there that often tells you how reasonably you can generalize your observations.

How can they be arrested if they aren't near other people? Are police officers not people?

If I told you a year ago that in a year people would be getting arrested and tased all for not wearing a mask you would've thought I was nuts.

If you told me a year ago that we'd be facing a highly contagious global pandemic right now, I would have thought you were nuts. If you told me a year ago that you would expect that a hypothetical highly contagious global pandemic would result in restrictions on gatherings and laws requiring the use of protective equipment that had been proven to make a significant difference to transmission rates, and that people would be arrested for failing to comply with those rules, I'd probably wonder why you were saying such a thing with no apparent context, but I would think that the hypothetical scenario in question was reasonable and plausible enough.

Again, context. A year ago, you had no reason to expect people to be arrested for not wearing a mask because you had no reason to expect there to be any reason to wear a mask, let alone legally mandate them. That's so obvious it borders on tautology.
