For that matter, why shouldn't people who refuse to wear masks be assaulted? They're wilfully endangering people, so beating them into compliance sounds like pretty textbook self-defense to me. At the very least, a citizen's arrest seems appropriate, and given your stance on Arbery's murder, I should think you'd be okay with exercising whatever violence is necessary to achieve that goal.
