Might be both. She looks really tall (her legs seem crazily out of proportion) and he might be slightly under average.

Eh, to be fair, there has been something of a tradition where surviving in-laws marry. However, this would be suspiciously fast considering Naya only died a few months ago. If I learned that the two were romantically entwined, I would suspect they were having an affair prior to her death and that they might have had a hand in that death.
