I do believe he has arrangements in place with his whales to keep the streak alive. He gets what he wants (money), and the whales get what they want (seeing Phil in a vest for some reason/sticking it to the haters). It's less of a scam than most of his begging, and it's technically not hurting anyone since the whales seem to support the arrangement, but it's dull and repetitive.
