Because we don't want to give free ID to everyone. We (by which I mean Republicans, since you never hear Democrats arguing in favor of the current system of voter ID) would rather insist on voter ID, but make decisions on how to get said ID, or what ID is acceptable, based on which ID would disenfranchise the "wrong" kind of legal voters. --- Touch fuzzy.
