And as with most problems then and now, the biggest problems were in the blue states. Trump told the republican governors to stop testing. Texas and Florida literally didnt test anyone in the first couple months of the pandemic. Of course their numbers didnt start showing up until things started getting real bad. and Florida has been refusing to report deaths and infected for a while now.
