Word on the street is that Disney didnt even know what they wanted to do with it until very very close to the end, which is why so many plot threads just fall flat (the ending) or are dropped entirely (Kristoff). That first trailer apparently came out before they even had the ending set in stone. They just wanted something to show people but didnt have an end goal in sight. That makes a lot of sense. Even for Elsa and Anna, I would say there's no clear defining character arc or challenge to overcome.
