As Youkai mentioned (and then PO hammered home), the rule is you have to be at least 13 (although UAUs have obviously signed up in the past). As a practical matter, pretty much everybody on this site *should* be 18 by now (although a few are probably very recent 18s) -- because we don't really attract a younger crowd any more -- but, like I said, "ever" has a pretty long implied timeline =p But yeah, otherwise I assumed where you were going with that, which is why I also answered accordingly.
