I'd go with a little of both. He defenatly thinks he is better than he is yet also conjures up dozens of excuses to protect his ego. I don't think Phil really is a textbook example of Dunning-Kruger, it stems from his narcissism way more, which also can be extendended to the argument thing. In order to "win" arguments, he will offer a completely ridiculous alternative in order to take out a completely reasonable suggestion. It's part of the manipulation game.

Also, food for thought. If you really think about it, the vest streak celebration streams are the absolute fucking dumbest thing ever. Because people get to celebrate giving Phil to money. You are having a small party about pissing money away, about giving Phil 200 dollars per day. If that isn't brainwashing, I don't know what is. Being happy about giving tens of thousands of dollars, getting nothing in return (like the viewer's choice for example) and then celebrating getting ridiculed, having pissed your money away and no gratitude to show for it.

The noodle thing is absolutely amazing and hilarious. Making and eating cup noodles is something you should be able to do in 5 minutes if you take the boiling of the water into account. But Phil manages to take up 30 fucking minutes for it. He even failes the boiling water part. He can't help but flex his expensive fucking coffeemaker, spilling hot water all over the counter. He then tries to eat it with a fucking spoon, can't figure out why he can't eat them properly. Then after a few minutes switched to a fork and acts like he is some goddamn genius who managed to figure this out without any outside help.

In that vein, hearing Phil's excuses, specially when playing something like SF2 are both funny and borderline stupid. He loves saying that something doesn't take skill. But if something doesn't take skill, why isn't he better at it then?
