Pepe the frog wasn't racist to begin with, but he was co-opted by racists and used to promote white supremacist imagery. It's the same way far-right dipshits adapted the circle game. Not everyone who makes the OK sign or likes a Pepe meme is a piece of shit, but there are racists who signal their white supremacist beliefs in photos by doing the circle game and dressing it up in irony to try and get away with it, and there are people who make image macros of Pepe in a Nazi uniform accompanied with "ironic" statements that reflect neo-nazi sentiments.

The symbols themselves aren't racist, but they are co-opted by racists and used in racist contexts.
