It's a two-way system. If you don't protect yourself and they don't either, they're responsible for infecting you and you are responsible for getting yourself infected. You know the risk and choose to protect yourself and so you don't get infected. If you choose to for go it and somebody else does the same, you're just as big a moron as them.

Bare in mind the disease is going to spread eventually and ultimately the goal is to minimise the amount of simultaneous cases to keep resources available for treatment, not to outright never be infected. It will happen eventually so you take whatever risks you feel okay with.
