I should think that the main purpose of a language class is not to learn the rules of a language, but to acclimate oneself to practicing it for practical use, something that, according to you, the Turkish government has forbade. It is essentially the same principle for any other class that does not require rote memorization, I imagine.

To shake some of the exaggeration, while a full ban was intended they were only able to secure dissertations
