I wonder if the grammatical rules of a language can be fully described without actually using that language... it might be possible for french or japanese due to their structuring, but IDK anything about Kurdish

Of course they can be described. Theres a way to describe everything about any language in every language. You just wouldnt be able to learn any words, making it not worth the time.

I should think that the main purpose of a language class is not to learn the rules of a language, but to acclimate oneself to practicing it for practical use, something that, according to you, the Turkish government has forbade. It is essentially the same principle for any other class that does not require rote memorization, I imagine.
