Agreed. Ive gotten through very, very few of these look how MASSIVE! open world games, and the only one Ive really enjoyed is Breath of the Wild, because the world was varied enough and the moment to moment gameplay was really interesting with how many ways you had to skin the proverbial cat with any given problem. They mostly avoided repetitive NPCs by making towns few and far between with most of your gameplay being driven by isolation and wanderlust.

Everything else, I prefer Arkham-sized. Big, but definitely attainable to see everything and the majority of things to see are interesting. God of War was a great example.
