South Park villains aren't really meant to be taken seriously, and Hussein is probably one of the best examples of this. He's evil, but more importantly, he's a dick to his boyfriend Satan. It portrays Hussein primarily as a stereotypical abusive partner who comes begging for forgiveness, insisting they'll change when Satan and the audience both know better. It's ridiculous and admittedly kind of fun.
