He's generally an overpromiser (remember "you'll be able to file your taxes on a postcard") so I think it's better for him that his meaning is not clear. So his inability to articulately and accurately express his intentions is a positive for him because he, as you politely put it, overpromises. So either he makes sense and what he said doesn't happen or what he said doesn't make sense and gets misinterpreted which leads to unmet expectations.
