It's doubtful he has a massive campaign chest, although iirc his spend in 2016 was also relatively low. Out of everybody running in the 2016 primaries, his campaign chest was tiny compared to some of the other candidates. And even during the general election, he had raised about half of what Hillary did... and won anyway.
