By Rocksteady? Doesn't really seem like something that'd be in Rocksteady's wheelhouse. Keep in mind that this is a trickier superpower on top of everything else. There are certain superheroes who seem a great fit for Rocksteady (well... I'm mostly thinking of non-powereds and bat associates, as well as and Constantine. On the Marvel side, I can think of a ton, including Wolverine, Daredevil, and maybe even Spider-Man although I understand that people like the guys currently making the games)
