I think if the first reaction to "No means no" is either "Who cares if she says no," or "How do I make her say yes," it's more on that individual than a failure of education. Sure, its hard to think about the effectiveness of education once you've already learned something. Its kind of appalling to consider this with something like consent (because of the implications) but consider it with things like language learning. There are lots of concepts that seem simple in retrospect but took lots of tries for your brain to get it right.
