They usually never are. Like i said earlier in the topic, ive called the cops on people turning in bills that failed the test numerous times. The cops come, and get the bill. Then talk with the person in question. 99% of the time, the person just fills out some paper work and gives their info. Then i fill out some report, the cops then take the bill and leave. Im not sure exactly what they do on their end, but i was always told they send it to the secret service.

The only time i have seen someone get taken in was a guy that was getting real aggressive with the police about the whole issue, and refused to give them ID or cooperate.
