Homer, at least the last I've watched the Simpsons, has his heart in the right place even if he keeps screwing up. Plus if nothing else, he'd EVENTUALLY listen to Lisa. Sounds like a huge improvement to me. Every single one of those villains you mentioned would literally try to destroy it.
