Could see it getting in anyways though in a field this weak as a series rep. 16 seed is probably fair. Missing games: Uh. The original version of Snatcher that was never officially released in English came out in 1988 so it would be eligible. But Snatcher's pretty cult in general, the later CD version's voice acting is part of the reason anyone cared in the first place, and Kojima superfans already have Metal Gear available if they want to rep their guy so yeah I don't think people would bother.
