I'm guessing that's just because it was the pilot right? and it picks up? Also Dexter's dad is an idiot and evil. But the show's writing/filming/music was acting like he great a guy. Its jarring. I really hope the show doesn't try to make you sympathize with Dexter, that will not work. Just look at God of War.
