I also find the early maps easier than the later ones on FE7. So "gaining levels for later" is how I play. The first time I used Marcus I used basically all pre promoted units because I was actually trying to go fast and save funds on promotion items. My exp went from 4 stars to 2 at the last level. Still only got a B. So I never played that way again. Not fun to speed run for me.

But yes, Change Marcus to an 8. (Also, no one from FE7 gets a 10 from me. I think I gave Hector a 9.)

Honestly pre promotes were under rated when the game first came out. Vaida and Pent are great. Harken and Karel too. I just felt underwhelmed from a supposed "best in game" unit.
