I haven't yet decided on Lyon, there are so many truffles there, but I don't want to be contesting Polynesian borders if I can help it. We shall see. In other news, Brazil looks like the heavy favorite thus far, they just entered the Modern era while we only recently hit Industrial. They also have a massive culture/tourism lead as is their MO. Hopefully our spies can help us do some catching up science-wise. We're really hurting culturally because there seems to be only one culture based city state from which to get extra culture from.
