If it hits somebody's arm it counts for the whole. Not sure what you mean by concepts. If somebody says or creates something, and then gets hit with enough balefire to be erased to before when he did that, those things would never have been made... but wouldn't be forgotten? A character dies and gets revived by balefire undoing his death, and I know for a fact that he doesn't remember dying, and that the person who ended up saving him does remember it, but I don't recall if anybody else does. I think they do, but dismissed it as a mistake. It's been a while since I read the books

There's a reason it's forbidden. Paradoxes like this literally create cracks in the Universe. I'd say that generally, yeah, that wouldn't kill somebody. Rand especially, since fate to an extant is bent towards his will.

The three solutions I see are 1, nerf him by removing balefire, 2, buff him by letting him use the Choedan Kal so that he's for sure Broken, or 3, just swap him with a Broken character with no changes. The issue with the former is that that's mostly a nerf for him in Broken; I don't think he'd need to resort to balefire to defeat anybody in Hard, at least not anybody with physical bodies that they need, and even the forces and spirits he has Weaving I could buy working on. The other choices depend on how strong he is relative to the Broken characters. I could maybe see him just being a better match in Broken than Magneto or someone based on how their powers would interact with opponents rather than raw strength, and thus needing the Choedan Kal to compete. Again, I don't know enough to make the call.
